Innovations in Brazil's electronic voting system

The "Elections of the Future" initiative aims to identify and evaluate innovations in the Brazilian electronic voting system, in use since 1996.

On November 15, date of the first round of the 2020 Municipal Elections in Brazil, the cities of Curitiba (PR), Valparaiso de Goiás (GO) and São Paulo (SP) will be the scenario for demonstrations of innovation proposals for the electronic voting system used in Brazil. Such actions, which will be supervised by the Electoral Justice, will be carried out by the companies registered in a tender made by the Superior Electoral Court (TSE) to participate in the project "Elections of the Future".

The main objective of the "Elections of the Future" project is to study and evaluate the possible implementation of innovations in the electoral system. The main requirements for participation are three: vote security, secrecy of the vote protection and efficiency of the system.

More than 30 companies registered for the tender, of which 26 were selected. Among the latter is Minsait, an Indra Company, which presented its solution Onesait Democracy Elections Online

Based on blockchain, the solution allows voting anywhere through a system that can be used in different mobile devices. As a result, the logistics of the electoral event are drastically reduced. Ensuring confidentiality, the processes are secure thanks to the encryption application present in the remote devices. The data is located in centralized environments guaranteeing its quality, security and correct use.

"Internet voting is the natural evolution of current voting processes. The mobilization of resources and time needed to organize elections in any institution can be reduced thanks to technology. Young generations live in a digital environment and expect voting to be just another online experience. The company's vision and goal is to provide voters with a simple and secure tool to exercise their rights as citizens from anywhere," says Miguel Angel Rábano, director of Public Administration and Electoral Processes at Indra Brazil.

Initiatives such as "Elections of the Future" bring to the stage the paradigm of the evolution of current voting systems. Many electoral bodies, (such as the TSE in Brazil, which adopted an electronic voting system more than 20 years ago) are aware of the need to continue evolving their systems to adapt to new needs and the opportunities that new technologies can provide.
