Rosa Mª Fernández Riveira, is Professor of Constitutional Law of the Faculty of Law of the Complutense University of Madrid. Member of the Institute of Parliamentary Law of the UCM. Responsible for New Technologies, electoral processes, consulting and electoral observation of the IDP Master. He is a member of the Participation, New Technologies and Democracy Research Group.

Doctor of Law from the Complutense University, Outstanding cum laude unanimously. Thesis published by the Center for Political and Constitutional Studies and Scholarship by the General Courts, "The parliamentary vote" (Monograph); Professor of Constitutional Law of the Faculty of Law of the UCM. Visiting researcher, at the Max-planc-Institute, Heidelberg; Ausländisches öffentliches Recht und Volkerrecht; Researcher hired by the Mint, National Factory of La Moneda and Timbre. CERES Department; Substitute Judge of the Province of Ávila (judicial years 2003 and 2004). Tutor of the Master of Constitutional Law and Political Science several academic years and Coordinator of the tutors several courses. Member of the editorial team of the General Journal of Administrative Law of IUSTEL. Member of the Scientific-Technical Committee of the III International Votobit Congress; Member of the Institute of Parliamentary Law of the Complutense University. Visiting Professor, School of Law, Queen Mary University in London, in 2017.
His publications include three monographs and more than 35 articles in indexed journals.
