María Garrote de Marcos is a Ph.D. Professor in the Department of Constitutional Law of the Complutense University. She has a PhD in Law from the UCM and a Degree in Political Science from the UNED. Master in Constitutional Law and Political Science from the Center for Political and Constitutional Studies. She has been a fellow of the Congress of Deputies.
She teaches face-to-face and online teaching in various Degrees (subjects Constitutional Law I and II, Fundamental Rights, TFG), in the Master's Degree in Parliamentary Law, Elections and Legislative Studies of the UCM, where he is Coordinator of the Electoral Systems subject, and in the Master of Access to the Law of the UCM (subject Practical application of Fundamental Rights and procedures for its defense). He has directed several TFM and TFG and has frequently intervened in the Evaluation Commissions. He has taught courses and seminars in Argentina, Peru, Dominican Republic and Italy.
She has participated in nine teaching innovation projects at UCM and UNED and has published his results in various media (manuals, articles and audiovisual material). He has received a “Very Positive” evaluation of the teaching activity of the 2014 / 15-2015 / 16-2016 / 17 period (Vice-Rectorate for Quality, UCM).
She is a member of the Research Group (UCM) “Information and Society Law” (Dir. Isabel Serrano - Maíllo, Fac. CC Information) - whose lines of research are transparency, right of access to public information and new technologies - and Research Group (UCM) “Participation, New Technologies and Democracy” (Dir, Rafael Rubio Núñez, Fac. Law) -whose lines of research are, e-democracy and electronic participation-. He has participated in three research projects on fundamental rights and electronic voting in political parties.
Her main lines of research are electoral systems, political representation and fundamental rights. She has published three books (The territorial scope of the elections to the Congress of Deputies in Spain, Congress of Deputies, 2008; with Beatriz Vila, Constitutional Jurisdiction and the procedure for the defense of rights, Dykinson, 2015; and with Miguel Pérez Moneo and Esther Pano, Spanish Electoral Law, Juruá, 2019). She has participated in collective works with chapters referring to political representation in Spain, Spanish electoral system, electoral crimes, appeal for electoral protection and conflicts of powers between constitutional bodies. He has also published several articles in different journals, referring to electoral systems, equal voting, jurisdictional control of electoral laws, referendum in the United Kingdom or senators of autonomous designation.
She is Academic Secretary of the Department of Constitutional Law UCM. She has been Coordinator of External Postgraduate Practices at the UCM Law School, member of the Faculty Board and President of the Electoral Board of the Law School.
